>> we're talking about a game. the leak new they had problems with the helmet. what needs to happen, they need to take care of the guys on the back end of the deal. that is what is important. thank you so much. good to have you. we're going to break in for president obama first news conference. >> i want to reiterate what i said on friday. right now our economy is still recovering from a very deep and damaging crisis our top priority has to be jobs and growth. we have to build on the progress that we have made. this nation succeeds when we have a growing thriving middle class. that is the idea at the

core of the plan that i talked about on the campaign trail. rewarding manufacturers and small businesses to create jobs here. providing more americans with chances to learn the skills that businesses are looking for now. keeping this country at the forefront of research, technology clean energy. putting people back to work rebuilding roads and schools. we face a very clear deadline that requires us to make some big decisions on jobs taxes deficits by the end of the year. i believe both parties can work together to make these decisions in a balanced and responsible way. yesterday i met with labor and civic leaders for their input. today i am meeting with ceos of some of the largest companies. i will meet with leaders of both parties of

congress before the week is out. there's only one way to solve these challenges. as i have said before, i am open to compromise and new ideas. i have been encouraged to hear republican after republican agreed on the idea that we need more revenue and if we're going to be serious about reducing the deficit. when it comes to taxes there are two pathways available. option one is if congress fails to act by the end of this year everybody's taxes will automatically go up. including the 90 percent of americans to make less than $250,000 a year. and the 97 percent of small businesses. that does not make sense. our economy cannot afford the right now. certainly no middle class family can afford that right now. nobody says they wanted to happen. we can pass a law right

now that would prevent any tax hike on the first $250,000 of everybody's income. that means every american gets a tax cut. that means that 90 percent of all americans will not see their taxes go up a single time. the senate has already passed a law like this. democrats and house are ready to pass a law like this, i hope republicans come on board to. we should not hold the middle class hostage while we debate tax cut for the wealthy. we should at least do what we agree on. that is to keep middle-class tax as well. we can get folks some certainty before the holiday season. i will not pretend like figuring everything else will be easy but i'm

confident we can do that. i know we have to. i know that is what the american people want. that was a very clear message from the election last week. that was the message of the letter i received over the weekend. a came from a man in tennessee who began writing that he did not vote for me. he said even though he did not give me as though, he is giving his support to move this country forward. he said the same did republican representatives in washington. as long as we work together to make life better for all of us. he made it clear that if we do not make enough progress he will be back in touch. my hope is that we will make progress in light of personal and party principles. we have to work

together and put our differences aside. i could not say a better t it better myself. >>can you assure the american people that there have been no breaches of classified information? do you think that you as commander in chief should of been told before the election? >> i have no evidence at this point from what i have seen that classified information was disclosed that in any way would have had a negative impact on our national security. obviously there is an ongoing investigation. i do not want to

comment on the specifics of the investigation. the fbi has its own protocols. i'm going to let director mahler examine those particles. and make some statements to the public generally. i do want to emphasize what i have said before. general betray his habi served this country with great distinction. by his own assessment he did not meet the standards that he felt were necessary as the director of cia. with respect to his personal matter. it is on that basis that he tendered his resignation and acceptance. i

want to emphasize that from my perspective he has provided this country an extraordinary service. we are safer because of the work he has done. my main hope is that he and his family are able to move on and that this ends up being a single side know on what has otherwise been an extraordinary career. i think you're going to have to talk to the fbi in terms of a third general protocols are in terms of what started off as a potential criminal investigation. we're not supposed to a metal and criminal investigations. that has been our practice. there are certain procedures that the fbi follows

when they're involved in these investigations. people are innocent until proven guilty. we want to make sure it we do not prejudge these kinds of situations. >> two years ago you said that he would not extend the bush era tax cuts. at the end of the day he did. why should the republicans believe he will not cave again? >> two years ago the economy was in a different situation. we were still very much in the early part of recovering from the worst economic crisis since the great depression. ultimately

we came together not only to extend the bush tax cuts but also a wide range of policies that are going to be good for the economy at the point. unemployment insurance extensions. all of which made a difference. part of the reason we have seen 32 consecutive months of job growth. what i said at the time is what i meant. this was a onetime proposition. what i have told leaders privately as well as publicly is that we cannot afford to extend the bush tax cuts for the wealthy. what we can do is make sure that the middle-class taxes to not go up. the most important step we can take right now, i think the

foundation for an economy that creates jobs and gives the consumer surge and a is if we say 90 percent of americans are not going to see their taxes go up. half of the danger to our economy is removed by that single step. what we can then do is shake a process whereby we look at tax reforms, i am very eager to do. i think we can simplify our tax system. i think we can make it more efficient. we can eliminate loopholes and deductions that have a distorting effect on our economy. i believe that we have to continue to take a serious look at how we reform our

entitlements. health-care costs continue to be the biggest driver of our deficits. there is a package to be shaped. i'm confident that folks of goodwill in both parties can make that happen. what i am not going to do is extend bush tax cuts for wealthiest 2 percent that we cannot afford and according to economists will have the least positive impact on our economy. >> he have said that the wealthiest must pay more. what closing loopholes satisfy your? >> i think there are loopholes that can be closed. we should look at how we can make a profit of deductions. the filing process easier and simpler. when it comes to the top 2 percent

what i'm not going to do is to extend further a tax cut for folks who do not need which would cost close to a trillion dollars. it is difficult to see how you make up that trillion dollars. just by closing loopholes and deductions. the mass tends not to work. it is important to establish a basic principle that was debated extensively during the course of this campaign. this should not be a surprise to anybody. when it comes to how we reduce our deficit, i argued for a balanced responsible approach. part of that included making sure the wealthiest americans pay a little bit more. i think every voter understood that that was an important debate. the majority of voters agreed with me. more voters agreed with me

on this issue than voted for me. we have a clear majority of the american people who recognize that we are going to be serious about that deduction. are we going to hold the middle class hostage in order to go ahead and let that happen? or can we step back and say this is something we agree on? we do not want middle-class taxes to go up. let's go ahead and let this in. it will be good for the economy. it takes the edge off of the fiscal cliff. let's also then commit ourselves. i'm willing to look additional l. want a big deal. i want a comprehensive deal. i want to see if we can at

least provide certainty to businesses and the american people so that we can focus on job growth. so that we are investing in the things that we need. right now i want to make sure the taxes on middle-class families do not go up. there is a very easy way to do that. we can get that done by next week. >> on immigration reform. the criticism in the past has been that you did not put forth legislation with specific ideas and send it up the hill. this time around you have said this will be one of the top priorities for a second term. will you send legislation? what do you envision is broad immigration reform? what lessons

did democrats learn about the latino? i think what was incredibly and urging was to see a significant increase and latino turnout. the fastest- growing group in the country. historically we have seen is the latino vote at lower rates than the broader population. that is beginning to change. you're starting to see a sense of empowerment and civic participation that i think is going to be powerful and good for the country. it is why i am very confident that we can get the immigration reform done. i give a couple of interviews where i predicted that the latino vote was going to be strong and that would cause some reflection. i think that as a

positive sign. this is not historically been a partisan issue. president bush supported immigration reform in the past. my expectation is that we get a bill introduced and we begin the process in congress very soon after my inauguration. once in a comprehensive immigration reform it is very similar to the outlines of previous immigration reform. it should include. we have to secure our borders. it should contain serious penalties for companies that are purposely hiring undocumented workers and taking advantage of them. i do think there should be

a pathway for legal status for those who are living in this country and they're not engaged in criminal activity. are here simply just to work. it is important for them to pay back taxes. it is important for them to learn english. it is important for them to pay a fine. to give them an avenue where they can resolve their legal status in this country is very important. obviously making sure we put into law the first that we've taken in mid-tripoli dealing with the dream act is very important as well. one thing them clear about is that young people who are brought here with no fault of their own and have gone to school and have pledged allegiance to our flag and want to serve in our military, want to go to school and contribute to our society they should not be under the cloud of deportation. we should

give them every opportunity to earn their citizenship. there are other components to this. the business community continues to be do concerned about getting enough high skilled workers. i am a believer that if you have a ph.d. in physics or computer science and you want to stay here and make a business, we should not make it harder. we should try to encourage them. the agricultural sector actually has very specific concerns about making sure that they have their work force that helps deliver food to our tables. there are going to be a bunch of components. whatever process we have wiens tune to make sure border security is strong. i think that is something we can get done.

>> i want to follow up on a couple of questions. and having to do with his question, are you withholding judgment on whether you should have known sooner that there was a potential investigation into whether your cia director potential security breach with the cia director? are you withholding judgment until the investigation is complete? tax rates, is there no deal at the end of the year if it is not the clinton deal for tax cuts? >> i am withholding judgment with respect to how the entire

process surrounding the general came up. we do not have all of the information yet. i want to say i have a lot of confidence generally in the fbi. they have a difficult job. i'm going to wait and see. it is also possible that had we been told you'd be sitting here asking a question about why were you involved in a criminal investigation? i think it is best for us to just see how this whole process unfolded. with respect to the tax rates. i want to emphasize, i'm open to new ideas. if they have a great idea

for us to raise revenue and maintain progress. make sure the middle class is not getting hit. reduces our deficit, encourages growth. i'm not going to just slam the door in their face. i want to hear ideas from everybody. the belief this is solvable. i think fair minded people could come to an agreement that does not cause the economy to go back into recession. am confident they can be done. my budget frankly doesn't. i do not expect the republicans to simply adopt my budget. that is not realistic. we're going to have to compromise. compromises are. is hard.

everybody's going to be perfectly happy. what i will not do is to have a process that is vague that says we're going to kind of raise revenue through dynamic scoring or closing loopholes that have not been identified. the reason i will not do that is because i did not want to find ourselves in this position where low and behold the only way to close the deficit is to sock it to middle- class families. for to burden families that have disabled kids are having a parent in a nursing home. or suddenly we have to cut more out of our basic research budget that is the key to growing the economy in the long term. that is my

concern. i'm less concerned about redlines perce. i'm concerned about not finding ourselves in a situation where the wealthy are not paying more or not paying as much as they should. middle-class families are making up the difference. that is this kind of status quo that has been going on here too long. that is exactly what i argued against during this campaign. i'm pretty confident that the american people understood what they were getting when they gave me this incredible privilege of being in office for another four years. they want compromise and they want action. they also want to make sure that middle-class folks are not burying the dead is going to be my guiding

principle during these negotiations. more poorly during the next four years of my administration.importantly during the next four years of my administration >> you said you were looking forward to speaking with governor romney sitting down in the coming weeks to discuss ways you can work together. have you extended? >> have not scheduled something yet. i think everybody forgets that the election was only zero weeks ago. i know i have forgotten. i forgot on wednesday. i think everybody needs to catch their breath. i'm sure governor romney is spending time with his family. my hope is that before the end of the year that we have a chance to get down and sit down and talk.

there are certain aspects that i think could be very helpful. to give you one example, i do think he did a terrific job running the olympics. that skill said of trying to figure out how we make something work better applied to the federal government. i think there are a lot of ideas that i do not think our partisan ideas but are just smart ideas about how we can make the federal government more customer friendly. how can we make sure we are consolidating programs that are duplicative. he presented some ideas during the course of the campaign that i actually agree with. it would be interesting to talk to him about something like that. there may be at the is that he has with respect to
